Commissioned by Parks Canada, along with Public Works and Government Services to estimate the market value of approximately 1,600,000 acres of parkland. The reason for the valuation was for the purpose of establishing a value for a property tax assessment dispute before the Municipal Grants Review Committee. The subject properties are subordinate to a number of regulations with regard to land management and use. Two major regulations relate to the National Parks Act and the Banff National Park Management Plan. Additionally, reference was also made to the Municipal Grants Act and the Alberta Municipal Taxation Act. The Highest and Best Use analysis was a critical component in the valuation of these parklands.
